There has always been water content in concrete. In fact, concrete strength and durability is partially defined by the proportion of moisture content to cement. Quarries blast limestone and grind it with clay to create cement, concrete’s binding agent. Manufacturers mix cement powder with water, and the resulting calcium-silicate-hydrate bonds other particulates, like sand or gravel, to make the concrete on which billions of humans tread.

 

 

New visions of future concrete construction are being tried and tested, and their environmental impacts appear to be positive....But will they work? The answer lies in the fundamental chemical reactions and moisture migration which needs to occur if concrete is to form compressive strength and performance durability.
 
Concrete floor moisture test procedures have evolved with an advanced understanding of the moisture content processes of concrete formation. Relative humidity (RH) is now officially recognized by the American Society for Testing and Materials as a determinant of internal slab moisture content as assessed by in situ RH probes...

I was called by a large flooring manufacturer to conduct post installation moisture testing on a floor that was failing only a few months after installation. 
 
I verified the slab thickness and installed several Wagner Rapid RH at the proper 40% depth. After 72 hours the RH readings were terribly high. I submitted a preliminary report of findings and was called a day later by the floor owner. 
 
The owner had a lot of great questions about flooring materials and why some older materials may have stuck while new materials have problems. After about 15 minutes of discussing the particulars of moisture testing and flooring requirements the owner told me he had contacted the flooring installer...
